But it really has very little to do with skin color here. When you look at the statistics, 50% of crimes are committed by people living in public housing. The problem is that 30 years ago there was very little public housing in this district and what was mostly occupied by the elderly and disabled and physically occupied. So how do we end up with so many public housing? The largest city in the state has tons of public housing that has played a significant part and the state has paid counties to build their own public housing. People who moved from cities eventually moved to smaller cities across the state. But the money goes on for other things. More police, more fire, more public services. Many crime prevention programs that of course failed miserably.
